break of dawn = the sun has just barely risen. It's the first light of day
The break of dawn is a short period of time.
dawn: the sun is rising, it has been light out and it keeps getting lighter.
Dawn is a longer period of time.
People say "break of dawn" when they have to get up really early, even if it's not the actual break of dawn.
For example:
A: Ug, I have to get up at the break of dawn tomorrow.
B: Oh? What time?
A: 5 am!
